EPA REGULATIONS FOR STORM WATER POLLUTION PREVENTION PLANS
Beginning March 10, 2003 Phase II of the EPA’s NPDES (National Pollutant Discharge Elimination System) storm water program affecting small construction project took effect.
Phase I, established in 1990, affected construction activities disturbing 5 acres or more.
Phase II applies to construction activities disturbing 1 or more acres of land or which are part
of a larger plan of sale or development, or which drain to an MS4. If your project meets one
of these qualifying conditions, you must have a storm water pollution prevention plan
(SWPPP) for your project.

The goals of the NPDES are:
1. Reduce erosion
2. Minimize sedimentation
3. control the discharge of non-storm water pollutants.
